As President of Gould Government Relations since 2013, Ms. Gould has effectively represented Dell Inc., Sallie Mae/Navient, Reed Elsevier/LexisNexis, American Nurses Association of California, among others.

For the past 17 years, Ms. Gould has been – and continues to be – one of the lead advocates for the technology industry. She defeated efforts to ban certain technologies while successfully educating the legislature on the many benefits the technology sector has to offer. As the Senior Vice President of TechAmerica (the leading U.S. technology association at the time), Ms. Gould was at the forefront of educating government regulators and legislators regarding the numerous benefits the technology community has to offer – stalling legislative efforts that would have impeded those benefits.
While at TechAmerica and most recently Dell Inc., she effectively defeated multiple pieces of legislation that sought to impose cumbersome mandates on the business community at large. Ms. Gould has previously lobbied for the California Chamber of Commerce and the California Builders Industry Association.

As the Vice President of Government Affairs for Bank of America for 7 years, Ms. Gould led efforts to defeat legislation that would cap interest rates as well as other measures that would have imposed burdensome regulations on the industry. In so doing, she was instrumental in developing a proactive legislative agenda that sought to streamline the lending process. Ms. Gould also served as Senior Vice President at the California Bankers Association.

Marc Burgat brings over 30 years of experience in politics, policy, government relations, and public affairs. He is the founder of MB Advocacy, following nearly seven years managing the Sacramento office of the world’s largest law firm, Dentons, where he served as Principal and governmental advocate in the firm’s Public Policy and Regulation practice. Marc was recruited to Dentons after leading the California Chamber of Commerce’s business advocacy efforts.
As Vice President of Government Relations for the CalChamber, Marc led one of Sacramento’s most effective public policy teams, serving as chief advocate and spokesperson for more than 16,000 member businesses. Under his leadership, the Sacramento Bee and California Watch reported that the CalChamber “enjoyed the most legislative victories” of any advocacy group in the state.
Prior to CalChamber, Marc served as Director of Governmental Affairs for the California Cable & Telecommunications Association, where he led successful advocacy efforts during the historic Digital Infrastructure and Video Competition Act of 2006, directing legislative and political strategy for nearly 200 cable companies across California.
Earlier in his career, Marc served as Chief Legislative Representative for the City of Los Angeles under Mayors James Hahn and Antonio Villaraigosa, leading on diverse issues affecting the nation’s second-largest city. He has also founded Strategic Communications & Advocacy, a firm specializing in legislative advocacy, coalition development, and issues management, and served as Director of Public Affairs for the American Heart Association for the Western United States. In addition, Marc served as Chief of Staff and Senior Consultant in the California State Assembly.
Active in community and civic leadership, Marc has served on the Board of Directors for the California Travel & Tourism Association, as School Board President for Delta Charter School, Board President for the West Sacramento youth swim team, a Little League board member, and as a youth soccer coach and certified referee. In 2006, Marc was honored as Sacramento’s Father of the Year by the National Father of the Year Council.
Marc lives in Davis, California, with his wife, and they have four adult children.
